Q: Why can't I choose the error correction level here?

Because EPC069-12 mandates level M. Another level would still produce an image, but banking apps may refuse to read it, so this page locks it to the spec.

Q: Do I have to fill in the BIC?

Usually not. This page generates version 002, where the BIC is no longer required for transfers within SEPA; only some banks or cross-region cases still need it.

Will scanning transfer the money automatically?

No. Scanning only fills the beneficiary, IBAN and amount into the payer's banking app; they still confirm the transfer themselves.
